Ẳ is the capital letter Ă with a hook above over its breve. In Vietnamese Ă is a vowel letter of its own, and the hook above adds the hỏi (dipping) tone to it. Its code point is U+1EB2 in the Latin Extended Additional block, and its lowercase form is ẳ.
