Latin Small Letter L with Belt · U+026C
ɬ is the lowercase l with a belt-like stroke at the top. In the International Phonetic Alphabet it stands for a voiceless l-like fricative, the sound written ll in Welsh. It is a precomposed character with the code point U+026C in the IPA Extensions block.
