ı is the dotless i, a lowercase i written without its usual dot. It is a separate letter of the Turkish alphabet, standing for a close back vowel, and its capital in Turkish is the plain I. Turkish treats the dot as meaningful, so ı and dotted i are never interchangeable. It is a single precomposed character at U+0131.
