Ŗ is the capital letter R with a cedilla, the small hook beneath it. It sits in the Latin Extended-A block at code point U+0156, and its lowercase form is ŗ (U+0157). It is a letter of the Livonian alphabet, and it also appeared in Latvian writing before a mid-20th-century spelling reform dropped it.
