ẫ is the letter â with a tilde stacked on its circumflex. In Vietnamese â is a vowel letter of its own, and the tilde adds the ngã (glottalized rising) tone to it. Its code point is U+1EAB in the Latin Extended Additional block, and its capital form is Ẫ.
