Ẫ is the capital letter Â with a tilde stacked on its circumflex. In Vietnamese Â is a vowel letter of its own, and the tilde adds the ngã (glottalized rising) tone to it. Its code point is U+1EAA in the Latin Extended Additional block, and its lowercase form is ẫ.
