ễ is the Vietnamese vowel ê carrying a tilde, which marks the ngã tone — one of the six tones Vietnamese writes as diacritics on vowels. It is a single precomposed character at U+1EC5 in the Latin Extended Additional block, and its capital form is Ễ (U+1EC4).
