Latin Small Letter Y with Dot Below · U+1EF5

ỵ is the lowercase y with a dot below it. Vietnamese writes its six tones as diacritics on vowels, and the dot below marks the nặng (heavy, glottalized) tone, so ỵ is the nặng-tone form of the vowel y. Its capital form is Ỵ (U+1EF4). Click the tile to copy ỵ, then paste it anywhere with Ctrl+V (Windows), Cmd+V (Mac) or a long-press → Paste on a phone.
