Latin Capital Letter O with Horn and Tilde · U+1EE0

Ỡ is the Vietnamese vowel Ơ carrying the ngã (glottalized rising) tone, written as a tilde beside the horn, and the uppercase form of ỡ (U+1EE1). Vietnamese writes its six tones as diacritics on vowels, with the tone mark above the letter next to the horn. It is a single precomposed character in the Latin Extended Additional block.
