Latin Small Letter O with Horn and Tilde · U+1EE1

ỡ is the Vietnamese vowel ơ carrying the ngã (glottalized rising) tone, written as a tilde beside the horn. Vietnamese writes its six tones as diacritics on vowels, and ơ takes its tone marks above the letter, next to the horn. It is a single precomposed character in the Latin Extended Additional block.
